New Postal Rates In Effect New postal rates are in effect as of January 8, 2006. Increases range from 5% on certified mail to over 10% for business reply mail (with accounting fee). Address correction services have increased, while charges for sequencing, confirmation, and other services remains the same. Full details can be found at the USPS website.
